Dear Dagmar,
I usually give my permission for a translation under the following conditions:
* no commercial use without explicit prior permission
* I get a veto with regard to the context of the site (it's a bit far-fetched, but I don't want to see any Elvish of mine used to advertize an 'Elvish Sex Site' for example). This implies that I get informed where the text is posted in the end
* a link to Parma Tyelpelassiva is provided and authorship is acknowledged (in return, I link to the translation)
* translation rights are not exclusive, i.e. if another person asks to translate, I usually don't object
Otherwise the translator gets the rights to distribute the text, i.e. you may decide to let other websites reproduce texts or not as you see fit (as long as my conditions above are met), I usually don't get involved, so if anyone asks me if he can put part of your translations on his page, I send him to you and don't make the decision.
I think the package is rather standard and does not contain any unfair conditions, so if you agree with these conditions you can go ahead.
In practice, I would advise you to wait two more weeks or so - I am still doing some revisions on the Quenya course at the moment and I will publish a new officially released version soon (I planned to do this a week ago, but I got swamped with other matters).
I attach the relevant TeX files in a tarball. I *think* I included all which are needed and cannot be obtained from a TeX fileserver, so I guess the course should run through (you'll discover that my TeX macros for tengwar typesetting are awful by the way...) - but if it doesn't, please let me know which files are missing.

Nech mozeme prekladat verziu 2.0. Zda sa, ze je tam pomerne dost zmien.

No povolenie mame, ale nie zdrojovy text :)
Chceli sme to pekne prekladat z tych texovych suborov, bude to mat zopar vyhod ;) (napriklad sa nebude treba hrat s peknym vyzorom a s tengwarom)
A nieco spiste a ja to poslem - to moze kazdy. Prinajhorsom mu zajtra vecer napisem ja, ale english skills som netrenoval uz poriadne dlho :)

Ten texový file. Keďže som nevedela, čo od neho chcem a on nevedel, čo od neho chcem, tak to chvíľu trvalo, ale nakoniec toto bude asi ono :)
